Agribank and Hanoi Public Administration Service Center Cooperate to Integrate Public Services at Bank Transaction Points

The Vietnam Bank for Agriculture and Rural Development (Agribank) and the Hanoi Public Administration Service Center (Hanoi TTPVHCC) have signed a cooperation agreement to deploy a model for consulting, supporting, and receiving administrative procedure files directly at Agribank's transaction counters across the city.

On October 8, 2025, at Agribank Headquarters, Hanoi Public Administration Service Center (TPVHCC), Tran Anh Law Company Limited and Agribank held a signing ceremony of the Cooperation Agreement to deploy "Advice, support, and reception points for administrative procedures of TPVHCC at Agribank transaction points" in Hanoi.

Attending the signing ceremony were Mr. Pham Tien Dung - Deputy Governor of the State Bank of Vietnam; Mr. Truong Viet Dung - Vice Chairman of Hanoi People's Committee; representatives of units under the State Bank, Hanoi People's Committee; representative of the Department of Administrative Police for Social Order (C06); representative of the Department of Cyber Security and High-Tech Crime Prevention (A05); representative of the National Data Center under the Ministry of Public Security.

On behalf of the Hanoi Public Administration Service Center, there was Mr. Cu Ngoc Trang - Director, along with leaders of the Center's departments and offices. Representing Tran Anh Law Company Limited was Mr. Nguyen Thai Viet - Director and officers participating in the cooperation implementation. On Agribank's side, there were Mr. To Huy Vu - Chairman of Agribank's Board of Members; Mr. Pham Toan Vuong - Member of the Board of Members, General Director of Agribank; members of the Board of Members, Deputy General Directors, Head of the Supervisory Board, Chief Accountant, leaders of units at Agribank Head Office and leaders of Agribank branches in Hanoi.

This initiative allows citizens and businesses to conveniently complete a range of essential public services, particularly those related to banking transactions (such as mortgage registration and cancellation), right where they conduct their financial business.

Speaking at the signing ceremony, Mr. Pham Tien Dung - Deputy Governor of the State Bank of Vietnam also welcomed the spirit of the units participating in implementing the integrated model "Finance - Legal - Administration" to bring practical benefits to people and businesses, practically contributing to promoting administrative reform in the banking sector. With the integration of administrative data between the system of the Public Administration Service Center and Agribank, the results achieved will be very positive. The Deputy Governor of the State Bank of Vietnam suggested that, after the pilot implementation period, the units participating in the model should summarize and evaluate the results achieved with specific data to improve the quality of operations.

Speaking at the signing ceremony, Mr. To Huy Vu - Chairman of the Board of Members of Agribank affirmed: This is not only a cooperation agreement, but also a convergence of the desire for innovation, the spirit of accompanying the Government and the mission of serving the people of Agribank. During 37 years of construction and development, Agribank has played a pioneering role in accompanying the country through each stage of innovation. The public service model at Agribank is a practical step, realizing the goal of bringing public services closer to the people, reducing procedures, reducing social costs, and enhancing trust in the State and the Vietnamese banking system. And more importantly, it is the strengthened social trust, the State - Bank - People connection is tightened in the same aspiration: "For a developed, civilized, happy Vietnam". This operating model clearly demonstrates the image of “Serving Government - Accompanying Bank - Beneficiaries”, which is not only creative, but also has profound political significance: bringing the Government closer to the people, making banks become an extended arm of the State in administrative reform.

In the first phase, the model will be piloted at 5 transaction points of Agribank in Hanoi, including: Soc Son Branch - Phu Lo Transaction Office; Ha Tay I Branch - Tan Linh Transaction Office; Ha Tay Branch (Branch Headquarters); Hanoi I Branch (Branch Headquarters) and Tam Trinh Branch (Branch Headquarters).

On the same day, October 8, 2025, Agribank coordinated with the Center for Public Service and Public Administration to organize the opening ceremony of the Public Service Consulting, Support and Reception Point at the Headquarters of Hanoi I Branch (90 Nguyen Tuan, Thanh Xuan Ward, Hanoi).

This collaboration is a significant step in administrative reform and digital transformation, establishing the capital city's first comprehensive integrated model connecting Financial – Administrative – Legal pillars. By leveraging Agribank's extensive network, the model dramatically simplifies bureaucratic processes, reduces time, saves social costs, and enhances the public's experience in accessing administrative services. It underscores Agribank’s pioneering role in supporting the government's objectives of building a Digital Government and Digital Society, making essential procedures significantly faster and more convenient for the people.
