Establishment context
Vietnam Banks Association (VNBA) was established after the Prime Minister’s approval on May 14,1994. This is one of the early professional associations in Vietnam after the country entered the Doi Moi period, along with a dynamic transition from "one-tier" banking system to "two-tier" one that formed a community of commercial banks and financial companies operating under the market mechanism. VNBA establishment marked a new development and maturity of Vietnam's banking system. Since then, member credit institutions have had an organization to represent and protect their legal rights and interests, and to act as a bridge between members and state agencies in order to stabilize and develop the banking system safely and effectively, as well as to promote the socio-economic development of the country.

MILESTONES
THE 1ST TERM (1994-1998)

On August 23, 1994, VNBA was officially launched after its 1st Congress with a 12-member Association Council. Its first president was Mr. Nguyen Van De, Chairman of the Board of Directors, General Director of the Vietnam Bank for Foreign Trade (from 1994 to January 1996) and then Mr. Le Dac Cu, (General Director of Vietnam Bank for Foreign Trade (from February 1996 to 1998); and its Vice- president was Mr. Duong Xuan Minh, General Director of Saigon Joint Stock Commercial Bank for Industry and Trade. The General Secretary of the Association was Mr. Ngo Tuan Kiep.
The Association has gradually developed its organizational apparatus and expanded international cooperation.
In September 1995, the Financial and Monetary Market Magazine – its first publication was established, providing information, theory, and popularizing domestic and foreign experience in the fields of finance, currency and banking; then Banking Entrepreneurs' Club (hereafter called the Bankers’Club) was established to create useful and attractive activities for both domestic bank managers and foreign bank branches executives in Vietnam.
On September 29, 1995, the VNBA officially joined as the 7th member of the ASEAN Banking Association.
On December 1995, the Vietnam Banks Association moved from its first headquarters at No.15, La Thanh Str. to No. 193, Ba Trieu Str., Hai Ba Trung District, Hanoi.
On August 1996, VNBA’s affiliate - the Vietnam Banks Association of Card Payment was launched, now it’s called the Vietnam Bank Card Association (August 15, 1996).
On April 1997, the Exchange Traders Club was officially launched with 93 members from 25 member banks, foreign bank branches, and joint venture banks. The Club’s purpose was to improve the qualifications and enhance relationships of exchange traders.
THE 2ND TERM (1999-2023)

During this term, VNBA operated under the management of the 10-member Council. The Chairman was Mr. Trinh Ngoc Ho, General Director of the Bank for Investment and Development of Vietnam; Vice Chairman was Mr. Duong Xuan Minh, General Director of Saigon Joint Stock Commercial Bank for Industry and Trade; Mr. Nguyen Ngoc Oanh was Secretary General.
On November 9-11, 2000 in Hanoi, for the first time, the VNBA had hosted the 30th ASEAN Banking Association Council Conference and the 13th ASEAN Banking Association Congress with the theme "Cooperation to develop ASEAN banks towards the new millennium: Challenges and opportunities".
THE 3RD TERM (2003-2007)

VNBA operated under the management of the Association Council chaired by Mr. Le Van So, General Director of Vietnam Bank for Agriculture and Rural Development (from January 2003 to January 2007) and then by Mr. Do Tat Ngoc , Chairman of the Board of Directors of Vietnam Bank for Agriculture and Rural Development (from January 2007 to August 2007); Vice Chairman included: Mr. Duong Xuan Minh, General Director of Saigon Joint Stock Commercial Bank for Industry and Trade, and Mr. Pham Huy Hung, General Director of Vietnam Bank for Industry and Trade; The General Secretary was Mr. Nguyen Trong Nghia.
During this period, VNBA focused on participating in critic consultancy for related policies and laws; on expanding cooperation with the ASEAN Banking Association in the field of training.
On November 22-25, 2004, for the first time, the VNBA had organized the Exhibition "Monetary and financial market with the industrialization and modernization" where banks, credit institutions demonstrated and accessed modern technology and new products for the process of modernizing banking technology.
In May 2005, with the launch of its Training Center, VNBA contributed to promote human resource training for the banking system to meet the requirements of international integration.
In July 18-19, 2005, for the first time, in coordination with the ASEAN Banking Association, VNBA organized the Course "International banking operations: Foreign trade and money transfer services - international payments". This event opened the period of strengthening international cooperation with regional banking associations on training.
In January 2006, an electronic news website with the domain name www.vnba.org.vn was established and then became the official information portal of VNBA.
In November 1-2, 2007, VNBA hosted the 37th ASEAN Banking Association Council Conference. This was the second time that VNBA had organized the annual event of the ASEAN Banking Association.
In November 2007, VNBA and the Russian Federation Banks Association signed a bilateral cooperation memorandum.
In December 2007, the National Assembly’s Economic Committee, the State Bank, and VNBA co-organized the workshop "Towards the better Law on the State Bank and the Law on Credit Institutions".
THE 4TH TERM (2007-2011)

VNBA operated under the direction of the Association Council chaired by Mr. Pham Huy Hung, Chairman of the Board of Directors of Vietnam Joint Stock Commercial Bank for Industry and Trade; Vice Presidents included: Mr. Nguyen Hoa Binh, Chairman of the Board of Directors of Joint Stock Commercial Bank for Foreign Trade of Vietnam, Mr. Pho Van Thanh, Member of the Board of Directors and Head of the Regulation Board of Mekong Delta Housing Development Bank. The General Secretary was Ms. Duong Thu Huong.
VNBA continued to perform political tasks, to create consensus to protect the rights and interests of the member organizations, to participate in providing critic opinions, in building banking policies and laws as well as strengthening international cooperation.
on March 17-19, 2008, VNBA coordinated with The Asian Banker Magazine to organize the Asian Banking Summit.
On November 10-12, 2010, for the first time, VNBA held the position of Chairman of the ASEAN Banking Association (term 2010-2011), Mr. Pham Huy Hung – VNBA Chairman, Chairman of ASEAN Banking Association chaired the 40th ASEAN Banking Association Council Conference and the 18th ASEAN Banking Association Congress in Bali, Indonesia.
In August 2009, at the 15th Anniversary ceremony, VNBA honorably received the Third Class Labor Medal.
THE 5TH TERM (2011-2015)

In December 2011, the 5th Congress of VNBA for the 2011-2015 term was held in Hanoi with the theme "Solidarity - Cooperation towards sustainable development". The Congress elected the Association Council with 11 members. The President of the Council was Mr. Nghiem Xuan Thanh, Chairman of the Board of Directors of Joint Stock Commercial Bank for Foreign Trade of Vietnam; Vice president was Mr. Nguyen Huy Tua, Member of the Board of Directors of the Bank for Investment and Development of Vietnam; The General Secretary was Ms. Tran Thi Hong Hanh.
In October 2012, VNBA Council established the Banking Legal Club with 35 members. The Club has so far helped VNBA much in building policy & mechanisms.
on November 12, 2015, within the framework of the 32nd Annual Conference, the Asian Banking Association (ABA) and VNBA signed a Memorandum of Understanding.

On October 28, 2014, at the 20th Anniversary Celebration, VNBA was honored to receive the Second-Class Labor Medal.
THE 6TH TERM (2016-2020)

In June 2016, in Hanoi, the 6th Congress of VNBA took place to elect the Association Council of the 6th term (from 2016 to 2019) that consisted of 11 members and its President was Mr. Phan Duc Tu, Chairman of the Board of Directors of Vietnam Joint Stock Commercial Bank for Investment and Development; its Vice Presidents were Mr. Le Duc Tho - Chairman of the Board of Directors of Vietnam Joint Stock Commercial Bank for Industry and Trade, and Mr. Le Cong - Vice Chairman of the Board of Directors of Military Commercial Joint Stock Bank. The General Secretary of the Association was Mr. Nguyen Toan Thang.
The VNBA continued further to protect the rights and interests of its members, actively contributed to building mechanisms and policies, expanded the international relations and admission of new members.
In October 2016, the VNBA established 02 specialized committees under the Association Council: Policy Committee and Technology Committee with the function of advising the VNBA Council and the VNBA Standing Agency in solving in-depth issues on mechanisms, policies and banking technology in the banking sector.
In November 11, 2016, VNBA and the Korean Software Industry Association (KOSA) signed a Memorandum of Understanding. Accordingly, the two sides should co-organize two events annually: Korea ICT Day (seminars and exhibition) and Vietnam - Korea Banking Forum.
In January 2017, the VNBA Standing Agency established the Member Relations Department to promote member admission and meet the more and more diversified requirements from member organizations. It was a contact point to monitor and link member organizations as well as to strengthen the connection between VNBA Standing Agency and member organizations.
In February 2017, ASEAN Banking Association Delegation head by Mr. Paul C.G. Gwee - Secretary General visited VNBA Standing Agency.
In June, 2017, VNBA Delegation visited and worked in the Federal Republic of Germany, studying new financial technology solutions in the German market, learning about the experience of restructuring and handling bad debts in German banks after the 2008 global financial crisis.
In July, 2017, VNBA established the Banking and Financial Technology Club (Viet Fintech) to gather and promote mutual supports among members and other organizations in the research application of financial technology in the banking sector. The Club acted as a bridge between member organizations and state management agencies to promote banking technology application safely, effectively, contributing to the modernization of financial and banking technology in Vietnam.
In November 23-24, 2017, VNBA hosted the 47th ASEAN Banking Association Council Conference in Da Nang.
In March, 2018, for the first time, VNBA, the Korean Banking Association and the International Financial Cooperation had jointly organized the Vietnam - Korea Financial Cooperation Forum in Hanoi.
In August 2018, VNBA coordinated with the State Bank of Vietnam and the German Development Cooperation Organization (GIZ) to organize the Conference on "Green banking towards sustainable development" to promote green banking activities and to aiming at sustainable development; The UNEPFI's Guide Book on Banking and Sustainable Development translated into Vietnamese by the VNBA was introduced at this event.
In October, 2018, VNBA delegation visited and worked with the Taiwan Banking Association (China).
In February, 2019, the VNBA President issued the Handbook "Code of Conducts and Professional Ethic Standards for bankers” to promote the regular cultivation of professional ethics, to improve the working behavior of the bankers so as to preserve a good image of the reliable banking industry.
In March, 2019, Electronic version of the Financial and Monetary Market Magazine was licensed to publish with the domain name http://thitruongtaichinhtiente.vn, adding a modern and more efficient information channel to the communication of VNBA.
In September, 2019, the Debt Settlement Club was established to gather & share experiences, and to improve the efficiency of debt trading and settlement and other related activities in accordance with the provisions of laws.
THE 7TH TERM (2020-2024)

In December 2020, VNBA held its 7th Congress, term 2020-2024. The 13-member VNBA Council was elected with its President, Mr. Pham Duc An, Chairman of Agribank's Board of Directors; and two Vice presidents: Mr. Tran Van Tan, Member of the Board of Directors of VietinBank and Mr. Pham Quang Tung, Member of the Board of Directors of BIDV. Mr. Nguyen Quoc Hung was the General Secretary of VNBA.
In the 7th Term, VNBA continued to implement its important goals of promoting the care and protection for the legal rights and interests of its member organizations; Actively and effectively participated in providing advices and forming policy mechanisms; Worked well the communication, training, promoting the members, and strengthening its organization; Expanded the international cooperation; Consolidated and enhanced the position and image of the Vietnam Banks Association.
By the end of May 2021, the Vietnam Banks Association has 74 member organizations, including 60 official members, 9 associate members and 5 honorary members; including 38 commercial banks, 13 financial companies, 4 other financial institutions, 14 payment intermediaries and 5 other organizations related to the banking sector.
In terms of the operational scale and quality, the member organizations are also more and more expanding, holding key positions in the currency and credit markets, managing a very large part of social assets (with total assets now accounting for nearly 90% of the entire industry, equivalent to over 11.600 trillion VND), and total charter capital accounting for 82% of the entire industry (515 trillion VND).
Vietnam Banking Association has partnerships with over 30 banking associations such as: ASEAN Banking Association, Asian Banking Association, and many banks associations from Russia, Italy, Korea, Taiwan (China)... and many reputable domestic and international organizations.
