About VNBA

The Vietnam Banking Association (VNBA) was established on May 14, 1994, by Decision No. 247/TTg of the Prime Minister of the Socialist Republic of Vietnam. It is organized and operates according to the regulations in the Charter of the Vietnam Banking Association issued with Decision No. 131/TCCP dated October 5, 1994, by the Minister, Head of the Government Personnel Organization Committee (now the Ministry of Interior), and amended and supplemented by Decision No. 1057/QD-BNV dated December 11, 2022, by the Minister of the Ministry of Interior.

VNBA's headquarters are located at 193 Ba Trieu Street, Hai Ba Trung Ward, Hanoi.

VNBA is a voluntary socio-professional organization of credit institutions and other organizations related to the banking sector operating in Vietnam.

VNBA aims to unite and encourage members to cooperate and support each other in business activities; represent and protect the legitimate rights and interests of members; act as a bridge between members and state agencies to stabilize and develop safely and effectively the system of credit institutions operating in Vietnam, contributing to the implementation of monetary policy and promoting the socio-economic development of the country.

VNBA operates nationwide, in the banking sector or related to the banking sector.

VNBA is subject to state management by the State Bank of Vietnam and relevant ministries and agencies in accordance with the law.

VNBA operates on the principles of: Voluntariness and self-governance; Democracy, equality, openness, and transparency; Self-financing; Non-profit; and Adherence to the Constitution, laws, and the VNBA Charter.

As of April 30, 2026, VNBA has 76 member organizations, representing the banking community and related organizations, including: 64 full members, 11 associate members, and 1 honorary member.

The organizational structure of VNBA includes: the Association's General Assembly, the Association's Council, the Association's Standing Committee, the Association's Inspection Committee, the Standing Office, and affiliated organizations.

The VNBA's Standing Office includes: the Office, the Legal and Professional Affairs Department, the Membership Affairs Department, the Financial and Monetary Market Magazine, the VNBA Information Portal, the Training Center, the Finance and Accounting Department, and the representative office in Ho Chi Minh City.

VNBA has affiliated units and organizations: Policy Committee, Technology Committee, Risk Committee, Bank Card Chapter, Banking Legal Club, Banking Financial Technology Club, Debt Resolution Club, and Consumer Finance Club.

VNBA is a member of the ASEAN Banking Association, a partner of the Asian Banking Association, and has cooperative relationships with many national banking associations as well as many reputable international organizations.

Over more than 30 years of development, VNBA has received many prestigious awards from the State: the Second Class Labor Medal, the Third Class Labor Medal, numerous commendations from the Prime Minister, the Emulation Flag and commendations from the State Bank of Vietnam, commendations from the Ministry of Justice, the Ministry of Interior, and many other honors.

POLICY COMMITTEE

Position and Functions

The Policy Committee is a specialized committee under the VNBA Council, without legal personality or its own seal.

The Policy Committee's function is to develop and implement its operational plan, advise the Association Council, and support the VNBA Standing Committee in resolving in-depth issues related to mechanisms and policies concerning banking operations in order to effectively carry out the tasks of the VNBA.

Working Principles

The Policy Committee operates on a part-time basis, leveraging the in-depth knowledge of individuals, collective intelligence, and mobilizing resources from member organizations under its responsibility and from other member organizations to fulfill the Committee's tasks.

The Risk Committee's function is to implement the committee's activity plan, advise the Association Council, and coordinate with the VNBA Standing Committee in resolving in-depth risk issues arising in the operations of member organizations to effectively carry out the tasks of VNBA.

Working Principles

The Risk Committee operates on a part-time basis, leveraging individual expertise, collective intelligence, and mobilizing resources from member organizations under its responsibility and from other member organizations to fulfill its tasks.

The Committee operates on the principles of voluntariness, coordination, centralized unity, respect for the rights and confidentiality of information (if requested by members), and compliance with the regulations of the State Bank of Vietnam and Vietnamese law.
