Dr. Nguyen Quoc Hung - Vice Chairman cum General Secretary of Vietnam Banks Association chaired the meeting. Also attending were Mr. Phung Huy Tam, Chairman of the Vietnam Digital Signature and Electronic Transaction Club under the Vietnam Information Security Association (VNISA), along with representatives of a number of credit institutions, representatives of some units of the Standing Office of the Vietnam Banking Association. At the meeting, representatives of credit institutions (CIs) gave their opinions to effectively deploy digital signatures and agreed on the construction of the V-Hub digital signature switching system. However, CIs were also concerned about technical issues, legality, business model, costs and investment in V-Hub.
Responding to concerns and questions from credit institutions, Mr. Phung Huy Tam, Chairman of the Digital Signature Club, said that V-Hub operates under the agency model of CACCs according to Articles 34 and 35 of Decree No. 130/2018/ND-CP, detailing the implementation of the Law on Electronic Transactions on digital signatures and digital signature certification services.
V-Hub is not a service but a tool and application. The V-Hub system records detailed evidence and errors and helps users to experience in a centralized manner, and when an incident occurs, the responsible unit will be found. V-Hub ensures continuous connection infrastructure, ensuring performance so as not to affect bank customers. Meeting the conditions on backup plans ensures uninterrupted operations.
When implementing, V-Hub needs to standardize procedures from the beginning, otherwise it will not be approved. The most important thing for CA is to first issue valid digital certificates. Next is to use an app for user convenience. The third is support, the fourth is dispute resolution. V-Hub was built to resolve disputes as quickly as possible and minimize disputes. If a problem occurs, it will be focused on one focal point to resolve it.
At the meeting, Dr. Nguyen Quoc Hung agreed with the comments of the credit institutions and raised the issue with the head of the digital signature club to resolve the problems. He also emphasized the legality of implementation and requested to clarify the functions and tasks of V-Hub to ensure continuous connection infrastructure, ensure efficiency of use so as not to affect customers of credit institutions.
On November 28, 2017, the Vietnam Information Security Association (VNISA) decided to establish the Digital Signature and Electronic Transaction Club as a professional organization of the Association, with founding members being a number of units operating in the field of digital signature and electronic authentication including Bkav, FPT, CA2, NewTel-CA, SmartSign, Viettel, VNPT.
The Club operates with the aim of further promoting the application of public digital signatures in Vietnam, contributing to ensuring information safety and security for electronic transactions.
After more than 10 years of implementation, digital signatures and digital signature authentication services have become an important and increasingly popular information technology service, contributing to the application of IT, building e-Government and developing e-commerce in Vietnam.
