The State Bank of Vietnam reorganizes the regional branch system

Regional branches of the State Bank of Vietnam (SBVs) will officially come into operation from July 1, 2025, in sync with the new local government system.

Implementing Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Central Conference, 12th tenure on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently, the State Bank of Vietnam (SBV) has reorganized 63 regional branches in provinces and cities into 15 regional SBV branches to meet the requirements of streamlining the apparatus, improving performance, effectiveness and efficiency of operations. The regional branches of SBV have been in operation since March 1, 2025.

On April 12, 2025, the 13th Central Executive Committee of the Party issued Resolution No. 60-NQ/TW of the 11th Conference, accordingly, on the arrangement of provincial-level administrative units, the Central Executive Committee agreed that the number of provincial-level administrative units is 34 provinces and cities.

Accordingly, the SBV has issued 14 Decisions amending and supplementing the Decision on establishment, regulating the functions, tasks, powers and organizational structure of 14 Regional SBVs (except for SBV Region 1), ensuring a synchronous, unified and effective operating system, consistent with the administrative management model of 34 provinces and cities after the merger. The regional SBVs will officially come into operation from July 1, 2025, in sync with the new local government system.

The current regional SBVs (except SBV Region 1 and SBV Region 2) were established on the basis of merging the previous provincial and municipal SBV branches. Each regional SBV will perform the function of state management of currency, banking and foreign exchange activities in 03 to 06 provinces/cities, ensuring organizational streamlining, improving operational capacity and operational efficiency.

The organization and rearrangement of regional SBVs is implemented according to the principle of maintaining the same number of organizational focal points (15 regional SBVs), not creating new organizations, minimizing the impact on staff and personnel, ensuring asset safety and monetary security, and at the same time improving the effectiveness and efficiency in implementing monetary policies at the local level.

The structure of 15 regional SBVs is as follows:

1. SBV Region 1: Hanoi City.

2. SBV Region 2: includes 2 provinces/cities: Ho Chi Minh City (Ho Chi Minh City + Ba Ria - Vung Tau + Binh Duong), Dong Nai (Dong Nai + Binh Phuoc). Headquarters in Ho Chi Minh City.

3. SBV Region 3: includes 3 provinces: Son La, Dien Bien, Lai Chau. Headquarters in Son La province.

4. SBV Region 4: includes 3 provinces: Phu Tho (Phu Tho + Hoa Binh + Vinh Phuc), Tuyen Quang (Tuyen Quang + Ha Giang), Lao Cai (Lao Cai + Yen Bai). Headquarters in Phu Tho province.

5. SBV Region 5: includes 3 provinces: Thai Nguyen (Thai Nguyen + Bac Kan), Cao Bang, Lang Son. Headquarters in Thai Nguyen province.

6. SBV Region 6: includes 2 provinces/cities: Hai Phong city (Hai Phong + Hai Duong), Quang Ninh. Headquarters in Hai Phong city.

7. SBV Region 7: includes 2 provinces: Ninh Binh (Ninh Binh + Nam Dinh + Ha Nam), Thanh Hoa. Headquarters in Thanh Hoa province.

8. SBV Region 8: includes 3 provinces: Ha Tinh, Nghe An, Quang Tri (Quang Tri + Quang Binh). Headquartered in Ha Tinh province

9. SBV Region 9: includes 3 provinces/cities: Da Nang city (Da Nang + Quang Nam), Quang Ngai (Quang Ngai + Kon Tum), Hue city. Headquartered in Da Nang city.

10. SBV Region 10: includes 2 provinces: Khanh Hoa (Khanh Hoa + Ninh Thuan), Lam Dong (Lam Dong + Binh Thuan + Dak Nong). Headquartered in Khanh Hoa province.

11. SBV Region 11: includes 2 provinces: Dak Lak (Dak Lak + Phu Yen), Gia Lai (Gia Lai + Binh Dinh). Headquartered in Dak Lak province.

12. SBV Region 12: includes 2 provinces: Hung Yen (Hung Yen + Thai Binh), Bac Ninh (Bac Ninh + Bac Giang). Headquartered in Hung Yen province.

13. SBV Region 13: includes 2 provinces: Dong Thap (Dong Thap, + Tien Giang), Tay Ninh (Tay Ninh, Long An). Headquarters in Dong Thap province.

14. SBV Region 14: includes 2 provinces/cities: Can Tho city (Can Tho + Hau Giang + Soc Trang), Vinh Long (Vinh Long + Ben Tre + Tra Vinh). Headquarters in Can Tho city

15. SBV Region 15: includes 2 provinces: An Giang (An Giang + Kien Giang), Ca Mau (Ca Mau + Bac Lieu). Headquarters in An Giang province.

This arrangement ensures geographical and traffic compatibility, facilitates management and direction activities in localities, and does not increase the number of departments under the regional SBV compared to the present.

Along with perfecting the organizational model of the regional SBV, based on the guidance of the Central Organization Committee and the Ministry of Home Affairs, the SBV will coordinate with localities to establish Party organizations at the regional SBV in accordance with the direction of the Secretariat in Conclusion No. 151-KL/TW dated April 25, 2025 on the arrangement of the Party organization model in a number of agencies, units, and vertical management organizations and in State-owned enterprises.

The current organization and arrangement of the regional SBV ensures the inheritance of the old organizational model, is consistent with the practice of merging administrative units, and at the same time, meets the requirements of modernization, improving the effectiveness and efficiency of state management of currency and banking activities at the local level. This is an important step, contributing to the successful implementation of administrative reform goals, improving management and operational capacity, and developing a safe, efficient, modern, and integrated banking system.
