Previously, the content related to money transfer built by NAPAS was basically completed. However, upon closer examination, it was found that the content was also related to card payment, if implemented separately, it would lead to inconsistent procedures. Therefore, the Drafting Committee decided to temporarily suspend the issuance to continue to complete, aiming to build a comprehensive Handbook, integrating the card payment section.
With the active and determined working spirit of the Drafting Committee, especially the Card Association, over the past 2 months, the draft of the Handbook is now basically complete.
"The points that need to be supplemented in the old version have been updated relatively fully and reasonably in the new draft of the Handbook. The contents related to cards, payments and accounts all ensure practicality and high applicability. This is a quality document, clearly demonstrating the responsibility and close coordination between related units", the Vice President and General Secretary stated, adding that the meeting aimed to review the provisions in the draft once again, especially the newly added points.

At the meeting, the representative of the Risk Management Subcommittee - under the Card Association, VNBA - clearly presented the basis and reasons for the new contents in the latest draft, emphasizing 3 issues that need to be agreed upon, including: Authority to sign forms in the Handbook; SLA for implementation steps; Overlap with the process of handling inquiries and complaints between member banks.
Providing comments to complete the draft, representatives of banks agreed that the process development should be based on the spirit of cooperation and mutual support among credit institutions. Regarding the issue of signing forms, it is necessary to comply with the internal regulations of each bank or sign electronically via email registered with VNBA. In particular, priority should be given to coordinating quick processing in the stages of the processes, because if processing is delayed, it will lead to the inability to trace the cash flow, making the coordination efforts meaningless.
Representatives of banks proposed that the draft should clearly stipulate the time for receiving, processing and responding between customers, banks and supporting parties, ensuring feasibility and timeliness.... In addition, after the handbook is issued, it is necessary to promote communication and organize training throughout the credit institution system.
Concluding the meeting, in the spirit of absorbing the opinions at the meeting, Vice Chairman and General Secretary Nguyen Quoc Hung suggested that the Drafting Committee continue to review and reconsider for the last time.
Emphasizing some points to note. The Vice Chairman and General Secretary said that the internal processes of banks also need to be shortened, applying information technology in supervision and enhancing quick and timely coordination between departments to protect the reputation of the bank, as well as the assets of customers. At the same time, bank officials also need to improve their sense of responsibility in each step of handling.
In addition, it is necessary to clearly distinguish between types of transactions, such as money transfer transactions and card transactions, to have appropriate handling plans.
The Vice Chairman and General Secretary said that the VNBA will seek opinions from departments and agencies under the State Bank, the Ministry of Justice, and relevant competent authorities to ensure that when issuing the handbook, it will comply with current legal regulations.
