Training Course “Applying the 2023 Law on Electronic Transactions in Digital Banking”

Vietnam Banks Association (VNBA) will hold training workshops in Hanoi and Ho Chi Minh City on October 11 and 18, 2025, focusing on applying Vietnam’s 2023 Law on Electronic Transactions to digital banking operations and compliance. Member banks are encouraged to send representatives to join the program.

The training program organized by the Vietnam Banks Association (VNBA) aims to help participants clearly understand and distinguish different types of electronic signatures, methods of digital authentication, and their legal validity under the 2023 Law on Electronic Transactions. Attendees will gain in-depth knowledge of the principles and legal values of newly recognized trusted services for practical application in banking operations. The program also provides guidance on applying new regulations on paper-to-digital document conversion, electronic archiving, and e-transaction accounts to accelerate digitalization processes in banks.

In addition, the course will update participants on the latest regulations issued by the Government of Vietnam and the State Bank of Vietnam, ensuring full regulatory compliance in the banking sector’s digital transformation journey.

Training content highlights include:

  • Overview and distinction of electronic signatures in digital transactions and banking.

  • Trusted services and applications in banking.

  • Public digital signature certification services.

  • Trusted timestamp services.

  • Data message certification services.

  • Implementation and operation in digital banking: paper-to-digital document conversion, standards and procedures, regulations on electronic data storage and disposal, e-transaction accounts, digital identity, and real-life banking applications.

Target participants: Leaders and staff from Risk Management, Payments, Digital Banking, Legal & Compliance, IT, Corporate Banking, Retail Banking, and other relevant departments.

  • Hanoi: October 11, 2025 (Saturday, 08:00 – 17:00), State Bank of Vietnam Hall, 25 Ly Thuong Kiet, Hoan Kiem, Hanoi.

  • Ho Chi Minh City: October 18, 2025 (Saturday, 08:00 – 17:00), State Bank of Vietnam HCMC Branch Hall, 12 Ham Nghi, District 1, Ho Chi Minh City.
