This Handbook regulates the coordination and support for handling accounts/cards/payment acceptance units related to money transfer/payment transactions suspected of fraud or counterfeiting between banks, foreign bank branches, financial companies, and payment intermediaries as prescribed in: Law on Credit Institutions 2024 No. 32/2024/QH15 of the National Assembly issued on January 18, 2024; Law on Personal Data Protection No. 91/2025/QH15 of the National Assembly issued on June 26, 2025; Decree No. 52/2024/ND-CP of the Government issued on May 15, 2024 regulating non-cash payments; Circular No. 17/2024/TT-NHNN of the State Bank of Vietnam issued on June 28, 2024 regulating the opening and use of payment accounts at payment service providers; Circular No. 18/2024/TT-NHNN of the State Bank of Vietnam issued on June 28, 2024 regulating bank card activities; Circular No. 15/2024/TT-NHNN of the State Bank of Vietnam issued on June 28, 2024 regulating the provision of non-cash payment services; and other relevant amended and supplemented legal provisions.

The Handbook applies to money transfer/payment services via accounts/cards between banks, foreign bank branches, financial companies, payment intermediaries including but not limited to connections via the NAPAS system, the CITAD system of the State Bank of Vietnam and other connections of member organizations.
Accounts/Cards within the scope of the Handbook are Accounts/Cards of banks, foreign bank branches, finance companies, payment intermediaries participating in money transfer/payment services provided by banks, foreign bank branches, finance companies, payment intermediaries to customers.
Accordingly, 2 groups of subjects apply: (1) Banks, foreign bank branches, finance companies, payment intermediaries that are members of the VNBA; (2) Banks, foreign bank branches, finance companies, payment intermediaries that are not members of the VNBA to participate in this Handbook, register to participate according to the instructions.
The Handbook includes 3 chapters with 13 articles, specifically:
Chapter I: General provisions including 6 articles regulating: Scope of application; Applicable subjects; Implementation forms; Explanation of terms and abbreviations; Identification of cases related to transactions suspected of fraud, forgery, and fraud; Coordination principles.
Chapter II: Coordination process including 2 articles regulating: Implementation steps; Regulations on provided documents.
Chapter III: Implementation organization including 5 articles on: Member organizations in the role of requesting organizations; Requesting organizations; Banking Associations; Other switching and connecting organizations; Implementing organizations.
The handbook takes effect from September 30, 2025.
