VNBA invites members to comment on draft Decree on invoices and documents

The Vietnam Banks Association (VNBA) has just sent an official dispatch to the General Directors of member organizations inviting comments on the draft Decree amending and supplementing Decree No.123/2020/ND-CP regulating invoices and documents.

According to the Official Dispatch No. 2893/TCT-CS dated July 5, 2024 of the Ministry of Industry and Trade on soliciting opinions on the Draft Decree amending and supplementing Decree No. 123/2020/ND-CP on invoices and vouchers.

The Ministry of Finance said that the development of the Decree amending and supplementing Decree 123/2020/ND-CP aims to implement the policies of the Party and State on promoting the development of e-government, towards digital government, digital economy, digital society. At the same time, amend inappropriate regulations, supplement and update new contents based on the principle of being consistent with the practical situation.

In addition, inheriting and promoting the regulations on invoices and vouchers that have brought about positive impacts, and the amended and supplemented contents are all clear, transparent, and have specific impact assessments.

With the aim of removing difficulties for businesses in the process of using electronic invoices and documents, reforming administrative procedures and having solutions to prevent and limit fraud in the use of electronic invoices.

In addition, research and amend current regulations to ensure transparency, creating convenience for taxpayers and organizations in the use of electronic invoices and documents.

Supplementing solutions to prevent and limit fraud when businesses register to use invoices and in the process of using electronic invoices. Along with clearer regulations on the responsibilities of organizations providing electronic invoice services, with a systematized regulation on the exchange and provision of electronic invoice information while still ensuring the security of the system.

Specifically, the Draft Decree amending and supplementing a number of articles of Decree No. 123/2020/ND-CP dated October 19, 2020 of the Government on invoices and vouchers, has 02 Articles, including: Article 1, amending and supplementing a number of articles of Decree No. 123/2020/ND-CP dated October 19, 2023 of the Government regulating invoices and vouchers; Article 2. Effectiveness and responsibility for implementation.
