Action Program of the Banking Sector on Implementing the Government's Resolution No. 109/NQ-CP

The State Bank of Vietnam (SBV) has recently issued Decision No. 1076/QD-NHNN dated May 19, 2026, regarding the Action Program of the Banking Sector on implementing the Government's Resolution No. 109/NQ-CP dated April 16, 2026.

This decision updates and supplements the Government's Action Program on executing the Resolution of the 14th National Party Congress and Conclusion No. 18-KL/TW of the Central Committee concerning the 5-year socio-economic development plan, national finance, public borrowing and debt repayment, and medium-term public investment for the 2026-2030 period, in conjunction with the goal of striving for "double-digit" economic growth (hereinafter referred to as the Action Program).

The action program is issued to organize the institutionalization and full, synchronized, and unified implementation of the viewpoints, objectives, tasks, and solutions set forth in Resolution No. 29/NQ-CP; to clearly define specific tasks for units under the State Bank of Vietnam (SBV), state-owned credit institutions, state-owned enterprises where the SBV acts as the representative owner, and affiliated public service units in the implementation process; and to contribute to realizing the requirement of improving operational efficiency, promoting the leading, pioneering, and strategic orientation role of the state economy in the new period.

To achieve this goal, in addition to performing regular tasks, the SBV requires all SBV units, state-owned credit institutions, state-owned enterprises, and affiliated public service units to fully and thoroughly understand the Party's viewpoints and policies on the development of the state economy among all cadres, civil servants, employees, and workers; and to strongly innovate leadership and guidance thinking. The program emphasizes a shift from administrative management thinking to development-oriented thinking, modern governance, and decisive action.

One of the key focuses of the Action Program is reviewing legal documents within the scope of the industry and sector under management to promptly report to competent authorities for handling and resolving institutional bottlenecks and obstacles for the state-owned economy; focusing on the principle of clearly defining ownership functions, economic management functions, and functions for carrying out political tasks and non-profit tasks, in contrast to the business functions of state-owned economic organizations.

The Action Program also stresses the need to continue promoting administrative procedure reform towards simplifying procedures, reducing compliance time and costs for businesses and citizens; minimizing direct administrative intervention; strengthening decentralization and delegation of power; enhancing the autonomy and accountability of units; and applying the principle of risk management, shifting strongly from pre-audit to post-audit. Furthermore, building and improving the quality of human resources is a crucial task, especially for the leadership, management, and expert teams in state-owned economic organizations. This includes ensuring a commensurate income system that aligns with the labor market; implementing effective policies to attract and utilize talent based on competency standards, professional ethics, and performance; and resolutely replacing or dismissing individuals who are irresponsible or incompetent, leading to losses, waste, negative impacts, or hindering the development and operational efficiency of businesses.

In the field of digital transformation and data, the State Bank of Vietnam (SBV) has set the task of continuing to improve the banking sector's databases, while also participating in the completion of the national database to serve the monitoring and evaluation of the effectiveness of managing and utilizing state capital, assets, and resources; and to provide a basis for policy planning, resource allocation, and regulation.

For units under the State Bank of Vietnam, the Action Program requires strengthening coordination in inspection and auditing work to avoid overlap and duplication, limiting the impact on the operations of state-owned economic organizations; protecting officials who dare to think, dare to act, and dare to take responsibility for the common good in accordance with the Central Committee's directives in cases where there are no elements of corruption or self-serving behavior; strengthening dialogue activities, proactively receiving and listening to feedback and suggestions to promptly resolve difficulties and obstacles or report to competent authorities for consideration and resolution; building and organizing the implementation of regular and extensive propaganda activities on Resolution No. 79-NQ/TW, Resolution No. 29/NQ-CP, as well as the role of the state-owned economy, with the requirement to diversify forms and methods of propaganda to improve the effectiveness of policy communication.
