Regarding the program supporting customers using gold for real estate transactions, as published on the websites and reports of Vingroup Corporation and Vinhomes Joint Stock Company (VHM), the State Bank of Vietnam (SBV) has requested VHM to ensure compliance with relevant legal regulations when implementing programs related to real estate transactions, including the Law on Credit Institutions, the Foreign Exchange Ordinance, Decree 24/2012/ND-CP (amended and supplemented by Decree 232/2025/ND-CP), and laws on real estate business and consumer protection; avoiding adverse impacts on the market, businesses, and people, and not affecting state management.
The consistent viewpoint of the Party and Government is to encourage the conversion of gold resources held by the people for socio-economic development, to limit the hoarding of gold, to combat the goldization of the economy and gold speculation, and to prohibit the use of gold as a means of payment. Therefore, activities related to gold are always managed and supervised by the State Bank of Vietnam in accordance with the law.
Programs related to capital mobilization or the use of gold as a means of payment, directly or indirectly, by any organization or individual must ensure compliance with the law; violations will be severely punished. The State Bank of Vietnam is ready to provide maximum guidance and support to organizations and individuals with new initiatives related to the State Bank's state management areas, contributing effectively to production, business, and economic development of the country.
