Standing Committee of VNBA's Council holds the 2nd meeting in 2025

On March 6, 2025, in Hanoi, the Standing Committee of the Vietnam Banks Association (VNBA) Council held its 2nd meeting of 2025 to discuss and approve a number of contents under its authority, and officially introduce its new Chairman for the 7th term (2020 - 2025).

Attending the meeting were: Mr. Pham Toan Vuong, Chairman of the Association Council; Mr. Pham Quang Tung, Vice Chairman of the Association Council; Mr. Tran Van Tan, Vice Chairman of the Association Council; Mr. Nguyen Quoc Hung, Vice Chairman of the Association Council and General Secretary of the Association; Mr. Do Viet Hung, Member of the Association Council, Head of the Association Inspection Committee; heads, deputy heads of departments and units under the Standing Agency.

At the meeting, Mr. Nguyen Quoc Hung, Vice Chairman - General Secretary, briefly reported on the tasks of VNBA to be implemented in 2025, and at the same time reported on the results of the work that the Vice Chairman and General Secretary had implemented in the position of Executive Vice Chairman during his tenure.

Accordingly, promoting the results achieved in 2024, the Vice President - General Secretary said that this year, the Association will continue to make efforts to participate in giving opinions on policy mechanisms related to banking activities, focusing on giving opinions on draft legal documents related to banking activities issued in 2025.

The Association will continue to make efforts to promptly grasp the difficulties and problems of members in the process of operation to propose competent authorities to consider and remove them, especially related to VAT on letter of credit (L/C) activities, electronic signatures, etc.

Emphasizing the key task of developing conventions in banking activities, the Vice President - General Secretary said that VNBA has recently issued the "Code of Conduct and Practice on the List and Principles of Providing Documents for One-Way Outward Remittance Transactions of Residents who are Vietnamese Citizens" and organized a conference to deploy it in the entire system of member banks.

In the coming time, the Association plans to develop a number of additional conventions as follows: Handbook for coordination in supporting the handling of accounts/cards related to transactions suspected of fraud, forgery, and fraud; Handbook for infrastructure connecting cross-border payments via QR codes; Handbook for guiding debt restructuring out of court and Code of Conduct for Debt Collection (in coordination with IFC).

In addition, VNBA recently held a meeting on the establishment of a Risk Management Committee, under the Council of VNBA, to effectively support the operations of member credit institutions. After the meeting, the Association issued a document requesting member credit institutions to send staff to participate in the Committee, and will soon submit a personnel plan to the Standing Committee of the Council. Regarding communications, the Vice President - General Secretary said that VNBA is actively working with agencies and departments to diversify information sources and better support credit institutions. This year, it will continue to closely coordinate, strengthen support, and exchange with the communications departments of credit institutions.

At the same time, VNBA will also promote training and fostering legal knowledge for members, increase training on contents that members are interested in...

Regarding international cooperation, the Association has worked with many delegations and international organizations to exchange, listen and support international organizations to connect with management agencies and member organizations, contributing to expanding the ability to find cooperation opportunities... "The role of VNBA has spread widely throughout the region", the Vice President - General Secretary affirmed.

The members of the Association's Standing Council highly agreed and completely agreed with the report's contents.

Concluding the meeting, Chairman of the Association Council Pham Toan Vuong highly appreciated and fully agreed with the contents presented at the meeting. At the same time, he commended the work of participating in giving opinions on policies and mechanisms related to banking activities, thereby recommending the drafting agency to consider perfecting the legal framework, removing obstacles, and creating favorable conditions for banking business activities. In addition, seminars, discussions, and communication work were carried out in a very timely and effective manner...

The Chairman of the Association Council requested the Association and the Standing Agency to continue promoting the achieved results, enhancing the role of giving opinions on policies and mechanisms, especially in the coming time when implementing the Government's direction on legalizing Resolution 42/2017/QH14 on bad debt handling. Deploy more training programs, seminars, and talks related to the contents that TCHV is interested in such as: Risk management, ESG, green credit, digital transformation, etc.

Regarding the organization of the Annual Conference, the Chairman of the Association Council requested the Standing Body of the Association to continue to proactively arrange, promptly review, and complete the preparations for the conference to take place successfully.

The Chairman expressed his confidence that with the efforts, determination, solidarity, and responsibility of the member organizations, the Vietnam Banking Association will successfully complete the assigned tasks.
