Policy Dialogue between Governors of ASEAN central banks and CEOs of financial institutions

On April 4, 2024 in Luang Prabang (Laos), within the framework of the Conference of ASEAN Central Bank Governors (Central Banks) and Finance Ministers (AFMGM), a Policy Dialogue Session between ASEAN Central Bank Governors and Chief Executive Officers (CEOs) of financial institutions took place.

Attending the Dialogue include Central Bank Governors of ASEAN countries, Chairmens of the ASEAN Banking Associations, representatives of Banking Associations of ASEAN member countries and international financial institutions.

The content of the Dialogue session revolved around the topics: (i) Update on the Interoperable Data Framework (IDF); (ii) Transforming access to finance for small and medium-sized enterprises; (iii) Cybersecurity and resilience; and (iv) Promote sustainable finance in the region.

Speaking at the Dialogue session, Deputy Governor Pham Quang Dung acknowledged and welcomed regional initiatives on: (i) Cybersecurity Enhancement and Information Sharing Network (CRISP) for member countries to share information to combat cyber security threats and develop collaborative mitigation actions; (ii) IDF aims to promote secure cross-border data flow for banking and financial institutions in the ASEAN region.

The Deputy Governor said that these initiatives allow the establishment of digital connections between ASEAN financial institutions and market participants, thereby supporting the digital transformation of the banking industry, contributing to the economic integration as well as social development in the region.

To further enhance the effectiveness of these initiatives as well as future digital connectivity initiatives, the Deputy Governor requested the private sector to closely participate in proposing technical solutions and specific resources to mitigate risks and further promote connectivity in the region.

Regarding sustainable finance, Deputy Governor Pham Quang Dung acknowledged the efforts of the ASEAN Taxonomy Committee in developing and introducing standardized approaches to the assessment of economic activities. The State Bank of Vietnam highly appreciates the efforts and support of the ASEAN region for the banking industry in transitioning to a sustainable net-zero emissions economy.
