Speaking at the opening of the Conference, Deputy Governor of the State Bank of Vietnam Pham Tien Dung said that today's Conference is a very important activity in implementing Resolution No. 57-NQ/TW of the Politburo.

The Conference is held in the context that science and technology, innovation and digital transformation are not only the driving force, but have become the foundation for development in the 21st century.
According to a report by the World Bank (WB), by 2024, the digital economy will account for 15% of the global GDP, equivalent to 16,000 billion USD. Many countries have identified the digital economy as a core component of their national strategies.
According to the Deputy Governor, in the context of the world facing unpredictable fluctuations such as trade wars, the rise of protectionism, epidemics, economic crises, energy security and climate change, science and technology development, innovation and digital transformation are no longer options, but vital requirements for adaptation, survival and development.
Based on a serious and comprehensive analysis and assessment of the country's opportunities, difficulties and challenges, the Central Government has issued 04 Resolutions, including: Resolution 57 on promoting science and technology and innovation; Resolution 59 on proactively integrating deeply into the international community; Resolution 68 on strongly developing the private economic sector; Resolution 66 on comprehensive innovation in law-making and enforcement.
According to General Secretary To Lam, "the above 4 Resolutions can now be called the "Quad Pillars" to help us take off", in which "developing science, technology, innovation and digital transformation are strategic breakthroughs, the main driving force to promote national modernization, innovate national governance methods, and develop the economy and society quickly and sustainably".
Prime Minister Pham Minh Chinh also emphasized that Resolution No. 57-NQ/TW is a document of strategic significance, marking an important turning point for the country in the fields of science and technology, innovation and digital transformation. The Resolution is of special significance, a guideline for development in the new era of strong, civilized and prosperous development, and a strong call for the entire Party, people and army to join efforts to turn Vietnam into a developed, high-income country with global competitiveness. Thoroughly grasping the content and spirit of Resolution No. 57 of the Politburo, Resolution No. 03/NQ-CP, Resolution No. 71/NQ-CP of the Government, the SBV has fully researched and reviewed the viewpoints, goals and tasks assigned to the banking sector to issue the Implementation Plan of the banking sector in Decision No. 1364/QD-NHNN dated March 5, 2025 with the spirit of strong, drastic, synchronous and consistent innovation. The tasks in the Plan have been specifically assigned to units under the SBV, credit institutions, foreign bank branches and payment intermediary service providers for implementation. The Deputy Governor said that implementing Decision No. 923/QD-TTg of the Prime Minister and Plan No. 01-KH/BCĐTW of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation, the SBV launched two emulation movements "The whole country competes in innovation and digital transformation" and the "Digital literacy" movement in the entire banking industry. This is a call and call for the entire banking industry to constantly innovate, apply technology and digital transformation to support sustainable economic development in the new era.

The conference view
On April 23, 2025, the Banking Steering Committee on Science, Technology, Innovation and Digital Transformation held its first meeting to deploy the tasks in Resolution 57-NQ/TW. On May 29, 2025, the SBV continued to organize the Digital Transformation Event of the Banking Industry. Therefore, within the scope of today's Conference program, the Deputy Governor suggested that the presentations will focus mainly on the contents related to the implementation of tasks in the "Digital Literacy for All" movement. The topics to be shared are: Typical models and initiatives applying digital technology that can be replicated; sharing experiences, the journey of spreading and building digital culture, innovation culture and lifelong learning culture; sharing experiences and solutions to improve digital capacity for human resources in the banking sector. At the same time, proposing specific actions and recommendations for the State Bank so that science and technology, innovation and digital transformation can be replicated and bring practical results to the whole sector.
