On October 9, 2025, the Governor of the State Bank of Vietnam signed and promulgated Circular No. 34/2025/TT-NHNN.

The Circular, which consists of 9 chapters and 33 articles, provides detailed guidance on the following areas:

The issuance, amendment, supplementation, and revocation of Certificates and Licenses for the production of gold jewelry and fine art gold, the business of buying and selling gold bars (gold bullion), the production of gold bars, and the export and import of gold.

The granting of quotas for the export and import of gold.

The connection and provision of information by enterprises and credit institutions engaging in gold business activities, and the reporting regime stipulated in Decree No. 24/2012/ND-CP, as amended and supplemented.
The Circular will take effect from October 10, 2025.
Key transitional provisions and deadlines are as follows:

Licenses granted before the effective date of this Circular will continue to be valid until their expiry date.

The connection and provision of information by enterprises and credit institutions to the State Bank of Vietnam, as specified in Chapter VI of the Circular, must be implemented no later than March 31, 2026.

Enterprises and credit institutions licensed to trade in gold bars must begin connecting and providing information to the SBV regarding their listed prices no later than December 31, 2025.

For the year 2025, the establishment, adjustment, and granting of quotas for the export of gold bars, import of gold bars, and import of raw gold, as well as the deadline for submitting applications, will be based on the actual situation and will not be subject to the provisions of Clause 3, Article 19 and Article 20 of this Circular.
