Administrative procedures’ control and reforms of business regulations

On January 22, 2025, the State Bank of Vietnam (SBV) issued Decision No. 147/QD-NHNN on the SBV’s Implementation Plan for the administrative procedures’ control and the reforms of the business regulations as required for in Resolution No. 02/NQ-CP and other Resolutions of the Government in 2025.

The Plan covers the following key tasks:

Firstly, continuing to strictly control and implement the impact assessment of the policies and the administrative procedures in the projects on formulating legal documents;

Secondly, reviewing the administrative procedures and the business regulations, and proposing amendments and supplementations to ensure alignment with the new organizational structure of the SBV; removing unnecessary procedures and regulations; minimizing the requirements for submitting or presenting authenticated documents; integrating overlapping forms, documents, or with repeated information requirements based on the application of digital technologies and available databases.

Thirdly, strengthening the administrative discipline and responsibilities of the entities’ leaders for improving the service quality in implementing the administrative procedures and providing public services by using the assessment results.

Fourthly, continuing to implementing Decision No.06/QD-TTg dated January 6, 2022 of the Prime Minister approving the Scheme on developing the applications of the population database, the personal authentication of eKYC in support of the national digital transformation for the 2021-2025 period, vision to 2030.

Fifthly, innovating the Single Window Service in handling the administrative procedures, ensuring alignment with the new organizational structure of the SBV;

Sixthly, focusing resources on promoting the digitization of the administrative procedures, associated with improving the performance of the state officials and civil servants in the process of receiving and handling administrative procedures; promoting the use of digitized data through connecting and sharing data with the National Public Service Portal, improving the quality of services for the people and businesses in implementing the administrative procedures and the public services in real time in the electronic environment.

Seventhly, promoting the implementation of the administrative procedures in the electronic environment in accordance with Decree No. 45/2020/ND-CP dated April 8, 2020 of the Government on the implementation of the administrative procedures in the electronic environment; strengthening the reception and use of the electronic copies of documents for the administrative procedures; promoting the digitization of the administrative procedures; continuing to review and restructure the processes for the public services currently integrated on the National Public Service Portal.

Eighthly, strictly implementing the timely update, publication and notification of administrative procedures and business regulations on the National Database on administrative procedures, the National Public Service Portal, and the Portal for consulting business regulations to create favorable conditions for the people and businesses to access and implement.

Ninthly, strictly implementing the reception, handling and addressing any difficulties or obstacles related to the administrative regulations and the administrative procedures; publicizing the results from the handling of complaints and comments in accordance with the provisions of the laws; organizing inspection, verification, and clarification of possible acts of harassment, causing difficulties in the handling of the administrative procedures, and strictly penalizing the violating organizations and individuals in accordance with the provisions of the laws.

Tenthly, strengthening the communication activities on the administrative procedures’ control by the SBV; and promoting the communication on the results achieved in the reduction and simplification of the business regulations under the SBV’s jurisdiction.

The SBV Governor also requested the leaders of the entities under the SBV to take responsibility for the Plan’s implementation and ensuring the timely accomplishment of the assigned tasks.

The Decision took effect from the date of signing.
