VNBA seeks members' opinions on draft Decree amending and supplementing Decree 155

The Vietnam Banks Association (VNBA) has just sent an official dispatch to the General Directors of member organizations to seek opinions on the draft Decree amending and supplementing a number of articles of Decree No. 155/2020/ND-CP (Decree 155) detailing the implementation of a number of articles of the Securities Law.

According to Official Dispatch No. 10105/NHNN-PC dated December 10, 2024 of the State Bank of Vietnam on soliciting opinions on the draft Decree amending and supplementing a number of articles of Decree No. 155/2020/ND-CP detailing the implementation of a number of articles of the Securities Law.

The Ministry of Finance said that the drafting of the Decree amending and supplementing a number of articles of Decree No. 155/2020/ND-CP dated December 31, 2020 detailing the implementation of a number of articles of the Securities Law (Decree (amended)) aims to continue to perfect the legal framework in guiding the implementation of the Securities Law, in accordance with the Securities Law (amended), and to overcome a number of shortcomings arising in the practical operation of the securities market. At the same time, strengthen the effectiveness of state management of securities and the securities market, ensuring that the securities market operates fairly, publicly, transparently, safely and effectively. In particular, inheriting the relevant provisions in Decree No. 155/2020/ND-CP. Thereby, it will ensure the protection of the legitimate rights and interests of market participants.

Accordingly, the Ministry of Finance has drafted a Decree to provide detailed guidance on the implementation of a number of articles of the Securities Law and the Securities Law (amended). In particular, the subjects of application include: Vietnamese organizations and individuals and foreign organizations and individuals participating in securities investment and operating in the Vietnamese securities market; State management agencies of securities and securities markets; Other agencies, organizations and individuals related to securities and securities market activities.

Specifically, the Ministry of Finance has drafted a Decree with 05 Articles, including: Article 1 amending and supplementing a number of articles of Decree No. 155; Article 2, implementation provisions; Article 3, transitional provisions; Article 4, effective date; Article 5, implementation organization.

The Vietnam Banks Association requests member credit institutions to provide comments on this draft.

    According to the socio-economic report released by the General Statistics Office of Vietnam (under the Ministry of Finance) on the morning of September 3, 2026, the Consumer Price Index (CPI) in August 2026 increased by 0.47% as compared with the previous month. The price indices of ten groups of commodities and services increased, while the price index of one group decreased. The CPI rose by 0.47% in urban areas and by 0.46% in rural areas.
