The Vietnam Banks Association Council meets the 7th session, the VII term

On March 17, 2025, in Hanoi, Vietnam Banks Association (VNBA) held the 7th Session of the Association Council to give some issues under the jurisdiction as well as unify the mission direction by 2025. Mr. Pham Toan Vuong - Chairman of the Association presided over, with the participation of members of the Association Council and the Inspection Board.

Attending the meeting were Mr. Pham Toan Vuong - Member of the Board of Members, General Director of Vietnam Bank for Agriculture and Rural Development (Agribank) - Chairman of the VNBA Council for the 7th term (2020 - 2025); Mr. Nguyen Quoc Hung, Vice Chairman cum General Secretary of VNBA; Mr. Pham Quang Tung - Vice Chairman of the VNBA - Member of the Board of Directors of BIDV Bank; Ông Tran Van Tan - Vice Chairman of the VNBA - Member of the Board of Directors of VietinBank; Mr. Do Viet Hung - Head of the Inspection Committee of VNBA - Member of the Board of Directors of Vietcombank and leaders of the units of the VNBA's Standing Agency.

At this meeting, Mr. Nguyen Quoc Hung - Vice Chairman cum General Secretary of VNBA presented the report on the implementation of VNBA in 2025.

In 2025, VNBA continued to collect and gather the opinions of member organizations in order to promptly solve problems and difficulties in the operation process, protect the legitimate rights and interests of member organizations. At the same time, propose to state management agencies and governments.

Accordingly, VNBA will continue to contribute to the mechanisms and policies related to banking activities, focus on comments on the draft legal documents related to the Banking activities promulgated by 2025, notably the Law on Civil Judgment Execution; Law amending and supplementing several articles of the Law on Credit Institutions to lawize some contents of Resolution No. 42/2017/QH14 (Resolution 42); Securities Law; Tax Administration Law, Personal Data Protection Law ....
For the letter of credit (L/C) of credit institutions, continue to propose to the Ministry of Finance, the Tax Department does not sanction credit institutions late to pay VAT and administrative violations because this is not the fault of credit institutions, to ensure the rights of taxpayers under Clause 11, Article 16 of the Law on Tax Administration 2019 ...

VNBA will actively coordinate with the functional units of the State Bank of Vietnam to continue researching and promulgating several professional notebooks in banking activities, to create a unity in the implementation of the operations among member organizations, such as coordination manual manual, support to handle accounts/cards related to suspected fraudulent frauds, frauds ”(referred to as manual manual manual, use manual manual manual support cross -border math with QR code;
Also in 2025, VNBA plans to establish a risk committee to enhance the support of members' activities as credit institutions. VNBA continues to renovate and improve the effectiveness of communication to enhance the dissemination of legal policies of the State, as well as the banking industry, introduce products and services, activities of members and standing agencies. VNBA continues to promote communication on media channels as Monetary and Monetary Market Magazine and VNBA Portal. Timely, accurate and complete communication of banking industry activities, members of members; Carrying out communication on events, seminars/seminars organized by VNBA/coordinating. VNBA continues to renovate the training, focusing on improving the content and quality following the practice that members are interested in.
In addition, continue to review the contents of the VNBA Charter to edit in accordance with Decree No. 126/2024/ND-CP dated October 8, 2024 to replace Decree No. 45/2010/ND-CP of the Prime Minister.

Sticking to the direction of the Government, the duties of the banking industry and the resolution of VNBA, Vice Chairman and General Secretary Nguyen Quoc Hung affirmed that VNBA will strive to strive and determined to successfully complete the tasks in 2025.
Speaking at the meeting, the members of the Association all noted, highly appreciated the details, comprehensive, scientific as well as the huge amount of work of VNBA's 2025 operational and task program. In particular, members of the Association appreciated VNBA's role in criticizing policies so that it can be able to legalize Resolution No. 42 on handling bad debts. This not only shows the responsibility, affirms the important role of VNBA in many aspects of the industry's activities but also brings practical effects to member organizations.
The members of the Association also added issues to be paid attention to deploy in the coming time such as: Building a legal framework, managing risks for digital banking activities; The close coordination between the three committees after the Risk Committee established (the Association's Council currently has two affiliated committees, the Technology Committee and the Policy Committee) to promote the overall strength; Continuing to promote the content that benefits members ...

Speaking at the meeting, Mr. Pham Toan Vuong - Chairman of VNBA Council highly appreciated the preparation of this meeting and the results of the 2024 work as well as the VII term of VNBA. These achievements have helped further improve the role and position of VNBA, through which VNBA has increasingly received the trust and support of all levels and sectors and members.
Mr. Vuong wants VNBA to continue promoting his role, standing side by side with members, promptly providing appropriate adaptive measures, overcoming difficulties, removing obstacles, calling for members in general and commercial banks in particular to comply with the provisions of the law and the direction of the Government and the State Bank of Vietnam.
