The Council of Vietnam Banks Association meets for the 5th session, term VII

On April 17, 2024, in Hanoi, the Council of Vietnam Banks Association held the 5th meeting, term VII with the participation of members of the Association Council and the Inspection Committee, led by Mr. Pham Duc An, Chairman of the Association Council presided.

The meeting approved the Report summarizing the activities of the Vietnam Banks Association (VNBA) in 2023 and the operational plan for 2024; Report on 2023 financial results and 2024 revenue and expenditure plan; Report on the results of appraisal of 2023 financial settlement data and 2024 financial estimates of VNBA Standing Agency.

At this meeting, the Council of Vietnam Banks Association also gave opinions on the 2024 operating plan of VNBA Standing Agency; the plan to organize the 30th Anniversary of VNBA; the promulagation of The rules on document inspection for international money transfer transactions of individual customers.

Evaluating and directing at the meeting, Mr. Pham Duc An, Chairman of the Association Council, Chairman of Agribank's Board of Directors said that in 2023, VNBA has proactively built and implemented drastically and flexibly the key tasks and solutions with the motto "Members are the center of all activities". The VNBA’s mandates, functions and tasks are ensured in accordance with the Resolution of the 7th term Congress. VNBA has promoted well its role as a bridge between member organizations and state management agencies, timely supported members to overcome difficulties and obstacles to operation effectively.

Furtherly, VNBA has actively participated in implementing critical role for the development of mechanisms, policies and professional & legal support to protect human rights and legitimate interests of member organizations. In addition, he also provided guidance in organizing the 30th Anniversary of VNBA in the spirit of "Formal - Thrifty - Effective".

At the meeting, Mr. Nguyen Quoc Hung – VNBA’s Vice President and General Secretary presented the 2023 Summary Report and 2024 Operational Plan of VNBA. In 2023, with the motto of closely following the Government's direction, the State Bank of Vietnam's tasks and the VNBA’s Resolution, VNBA has reformed comprehensively its operations to closely support members, contributed much to ensure macro economy and inflation control. Therefore, VNBA has successfully completed its tasks, positively contributing to the overall success of the entire banking system.

Membership relations have also been promoted with a total of 74 member organizations, including: 63 official members, 09 associate members and 02 honorary members divided into 4 membership groups: Banking group; Financial companies; Payment intermediaries and financial technology (Fintech); Companies operating in the fields of human resource training and communications.

Training and coaching have also been innovated. VNBA’s Training Center has focused on training on legal knowledge, payment risks, anti-money laundering risks, etc. for members.

Regarding international cooperation, Implementing the obligations and responsibilities regarding the activities of the ASEAN Banking Association, VNBA has connected and supported member organizations to attend programs, seminars, and discussions as planned programs. At the same time, the cooperative relationships with international financial institutions, regionally and internationally enhanced to seek cooperation opportunities and bring benefits to member organizations...

Reporting on the progress of implementing the plan to organize events commemorating the 30th anniversary of the establishment of the Vietnam Banking Association, Vice Chairman - Secretary General Nguyen Quoc Hung said that the preparations for the anniversary to be basically done. In particular, the series of competitions on the sidelines of the event are entering a sprint phase. So far, the competitions received active participation from member organizations, bringing about a widespread spillover effect throughout the banking industry.

Regarding the operational plan for 2024, Vice Chairman cum General Secretary Nguyen Quoc Hung stated 8 key tasks:

(1) Continue to focus on contributing to the development of mechanisms and policies, contributing to improving the legal framework and creating favorable conditions for banking operations.

(2) Continue to perform well the bridging role between member organizations and state management agencies, protecting the legitimate rights and interests of member organizations.

(3) Improve communication operations effectively so as to contribute to the general communication work of the banking industry and the Vietnam Banking Association.

(4) Focus on building and perfecting the digital signature issue.

(5) Promulgate the Rules on document inspection for international money transfer transactions of individual customers.

(6) Further focus on training in 4 main areas: (i) Deploying policy mechanisms, legal corridors and legal knowledge in the field of banking and finance; (ii) Risk management in compliance with international standards; (iii) Digital transformation, Fintech, Cyber security, Big data analysis; (iv) Green Finance and Sustainable Development.

(7) Join as a member of the Asian Bankers Association.

(8) Renovate and repair the Headquarters to improve the working spaces...

At the meeting, members of the Association Council also listened to other reports: Financial report in 2023 and revenue/expenditure plan for 2024 of the VNBA standing Agency; Appraisal Results of  2023 financial settlement data and 2024 financial estimates of VNBA standing Agency... All the Association Council members unanimously approved the reports presented at the Conference.
