On September 30, 2025, the Governor of the State Bank of Vietnam signed and issued Circular No. 30/2025/TT-NHNN, amending and supplementing several articles of Circular No. 15/2024/TT-NHNN, which regulates the provision of non-cash payment services.

The Circular comprises 12 Articles, which amend and supplement a number of regulations as follows:
Key Amendments and Supplements
(i) Regarding Personal Identification Documents (Article 1):
Adds the stipulation: "or other personal documents issued by a competent foreign authority" for foreigners residing in Vietnam.
Requires that personal identification documents must remain valid and effective throughout the process of using the payment service.
Removes the phrase "valid Identity Card".
(ii) Regarding Cash Deposit and Withdrawal via the National Interbank Electronic Payment System (Article 3):
Amends and clarifies the process and ensures uniformity when the State Bank of Vietnam (SBV) Provincial/City Branch [i.e., Regional Branch] creates a money transfer order via the National Interbank Electronic Payment System and transfers it to the member being the head office of the credit institution.
Eliminates the need for paper document processing at the SBV Transaction Office.
(iii) Amending and supplementing a number of points and clauses of Article 14 of Circular 15/2024/TT-NHNN (Article 5):
Includes necessary information on the money transfer form.
Regulates the presentation of personal identification documents in the case of individuals or organizations.
Regulates the minimum contents required in the contract/written agreement for collection and payment services provided by public postal service enterprises.
(iv) Adding Clauses 2a and 2b after Clause 2, Article 19 of Circular 15/2024/TT-NHNN (Clause 4, Article 7):
Regulates the interruption of online payment services and online payment intermediary services provided by payment service providers and payment intermediary service providers.
Adds Appendix 05 for reporting incidents of interruption of online payment services and online payment intermediary services.
(v) Adding Clause 3a after Clause 3, Article 19 (Clause 5, Article 7):
Payment service providers are responsible for checking and controlling legal and valid payment orders, ensuring they correctly display the payment account number and the payment account name as stated in the agreement for opening and using the customer's payment account when executing a payment transaction, and fully display this information on the payment document.
(vi) Adding Clause 3b after Clause 3a, Article 19 (Clause 6, Article 7):
Payment service providers serving the payer are responsible for providing the payment service provider serving the beneficiary (upon request) with minimum essential information related to the payment transaction when performing authorized debit (giro), funds transfer services through a payment account, or funds transfer services not through a payment account.
(vii) Amending and supplementing Clause 8, Article 19 (Clause 7, Article 7):
Payment service providers are responsible for implementing measures and solutions to ensure the verification and accurate matching of customer identity information that has been precisely authenticated as being issued by the Public Security agency or through the electronic identification account of that person created by the Electronic Identification and Authentication System during the execution of payment transactions.
(viii) Other amendments and supplements include:
The responsibility of payment service providers to fully comply with internal procedures.
Adjusting some content in the contract/written agreement with the Payment Service Receiving Unit (ĐVCNTT).
Changing the names of SBV units to ensure consistency.
Replacing Appendices 01, 02, and 04 and adding Appendix 05.
Adjusting some regulations for clarity, consistency, and alignment with practical implementation.
Effective Date
The Circular shall take effect from November 18, 2025.
However, for the regulation specified in Clause 5, Article 7, the Circular stipulates that its effective date is April 01, 2026, to allow payment service providers time to organize implementation and adjust their systems accordingly.
