Continue to improve the coordination process to support the handling of accounts and cards related to suspected fraudulent transactions.

On the afternoon of December 25, 2024, the Vietnam Banks Association (VNBA) held a meeting of the Working Group to develop a Coordination Process to support the handling of accounts and cards related to transactions suspected of fraud, forgery, and scams (CP) after receiving comments on the Draft from the State Bank of Vietnam and relevant ministries and branches.

Dr. Nguyen Quoc Hung, Vice Chairman and General Secretary of VNBA chaired the meeting. Also attending the meeting were representatives of the Risk Management Subcommittee (Bank Card Association), representatives of Napas (the drafting unit), and representatives of member credit institutions.

The meeting aims to continue reviewing, discussing, and receiving comments from the State Bank, the Ministry of Public Security, the Supreme People's Court, etc., and relevant agencies and finalizing the draft CP, ensuring compliance with legal regulations.

Speaking at the meeting, Dr. Nguyen Quoc Hung said that the development of the CP for banks to unify and coordinate implementation, in order to minimize risks for customers; At the same time, support the fastest handling of suspicious transactions, in the context of increasing fraud and scams on the Internet, sophisticated tricks, causing economic damage to people, affecting the image and brand of service providers in particular and the banking industry in general.

Dr. Nguyen Quoc Hung said that the words in the CP must comply with current legal documents to support members to implement well and uniformly the regulations on non-cash payments. In addition, the drafting committee needs to pay attention to the scope of the draft as well as the words and sentences in the draft because this is not a legal document.

According to Dr. Nguyen Quoc Hung, the structure of the draft CP also needs to be adjusted and supplemented with a coordination flowchart, implementation organization (time, role, tasks, ...) of members in the CP to ensure that loopholes that criminals can exploit are minimized.

At the meeting, Napas representatives presented each comment on the draft from the agencies including the Banking Inspection and Supervision Agency under the State Bank, the State Bank of Vietnam, the Supreme People's Court and the Ministry of Public Security for members of the drafting team and representatives of member banks to discuss, agree, and absorb in order to supplement and perfect the draft.

At the meeting, members of the drafting team and representatives of member credit institutions also exchanged, discussed, and contributed additional comments on the specification (quantification) of signs to ensure a unified understanding between units requesting support and organizations sending support requests.

Concluding the meeting, Dr. Nguyen Quoc Hung highly appreciated the contributions of members of the drafting team and representatives of member credit institutions in contributing to perfecting the coordination process for handling accounts and cards related to transactions suspected of fraud, forgery, and fraud. At the same time, it is hoped that when the process is officially issued, it will contribute to ensuring the safety of members' operations, ensuring the reputation of member credit institutions and effectively supporting customers.

Dr. Nguyen Quoc Hung also added that VNBA is currently completing the final steps to issue the Code of Conduct for One-Way Transfers Abroad; at the same time, it is in the process of developing a Code of Conduct for Debt Collection, a Framework for Out-of-Court Debt Restructuring and a Handbook for Cross-Border Payments by QR Code. Therefore, it is hoped that the Process will be issued no later than the first quarter of 2025 after completing the final consultation with the State Bank of Vietnam, Ministries, sectors and relevant parties.

Vice Chairman cum General Secretary Nguyen Quoc Hung also requested that the Working Group for developing the CP needs to carefully review the format of the document, and be careful in the wording to ensure consistency and accuracy, while ensuring consistency, clarity and ease of application.
