The conference gathered prominent leaders across the banking and financial sectors. Representing VNBA were Mr. Tran Minh Binh, Chairman of the VNBA Council and Chairman of VietinBank; Dr. Dao Minh Tu, Vice Chairman and Secretary General of VNBA; alongside other Vice Chairmen including Mr. Tran Anh Dung (Agribank), Mr. Do Viet Hung (Vietcombank), and Vice Chairwoman Ms. Vu Thi Hai Phuong (MB).
Representatives from the State Bank of Vietnam (SBV) included leaders from the Credit Department, Legal Department, and the IT Department. Additionally, leaders from the Vietnam Association of Securities Business (VASB), Vietnam Financial Leasing Association, People’s Credit Funds Association, and member organizations (Agribank, Vietcombank, VietinBank, MB, Techcombank, HDSAISON, NAPAS, etc.) were in attendance.
Member-centric approach: Fostering cooperation and responsibility

In his opening remarks, Mr. Tran Minh Binh, Chairman of VNBA, emphasized that the conference was not only to evaluate the results of the first six months but also to deeply recognize the "bottlenecks" faced by member organizations. He noted that despite the unpredictable economic environment, member institutions have proactively balanced capital sources, supported customers, accelerated digital transformation, and ensured operational safety.
However, credit institutions currently face massive pressures regarding capital balancing, interest rates, credit growth closely linked to asset quality, non-performing loan (NPL) resolution, and the pressing compliance requirements for data privacy, cybersecurity, and high-tech crime prevention. Mr. Binh proposed three core topics for open discussion: highlighting prominent business hurdles, determining VNBA’s priority tasks for H2/2026, and strengthening the coordination mechanisms among members.

Echoing this sentiment, Dr. Dao Minh Tu, Vice Chairman and Secretary General of VNBA, stressed the crucial role of the banking sector in achieving the national economic goals set by the Party and the State. He affirmed that VNBA’s role as a bridge between member organizations and management agencies is more vital than ever, especially in resolving mechanisms, policies, and operational legal frameworks.
VNBA’s Remarkable H1/2026 Achievements

Presenting the performance report, Ms. Nguyen Thi Huong, Chief of VNBA Office, shared impressive metrics. In H1/2026, VNBA:
- Actively contributed to 57 draft legal documents related to banking activities, many of which were successfully acknowledged by drafting bodies.
- Successfully organized 13 conferences, seminars, and talks focusing on critical industry issues such as NPL control, intellectual property mortgages, factoring, cybersecurity, AI, Cloud, and online fraud prevention.
- Conducted 22 training and capacity-building programs attracting over 3,500 participants.
- Issued the Code of Conduct in Debt Collection activities and finalized the Cross-Border QR Payment Handbook.
- Promoted expansive communication via diverse platforms and enhanced international cooperation through events like the WFIS 2026 Financial Innovation Conference.

They voiced practical challenges and proposed VNBA’s intervention in perfecting legal regulations, removing obstacles in collateral handling, debt collection, judgment execution, and risk provisioning mechanisms related to IT.

In response to these inputs, Ms. Pham Thi Thanh Tung, Deputy Director of the Credit Department (SBV), highlighted the immense pressure on the banking sector to drive robust economic growth while simultaneously supplying affordable capital, controlling risks, and ensuring systemic stability. She affirmed that the SBV is continuously reviewing related policies and regulations to support credit institutions and actively considers the practical recommendations submitted by VNBA.
Orientations for H2/2026
Moving into the second half of 2026, VNBA commits to a "member-centric" operational methodology. The Association will prioritize policy advocacy, enhance dialogues with regulatory and judicial agencies, and proactively synthesize members’ difficulties to seek timely resolutions. Concurrently, VNBA will accelerate the activities of its specialized committees, expand its membership base, and deepen international collaborations to empower the Vietnamese banking community in its digital and green transition journey.
