In executing the Government's policy on the decentralization, reduction, and simplification of administrative procedures as outlined in Resolution No. 66/NQ-CP dated March 26, 2025 (regarding the Program for cutting and simplifying administrative procedures related to business and production activities in 2025 and 2026) and Resolution No. 24/2026/NQ-CP dated April 29, 2026 (regarding the reduction, decentralization, and simplification of administrative procedures and business conditions in the fields of national defense, internal affairs, finance, construction, diplomacy, justice, banking, etc.), on May 19, 2026, the Governor of the State Bank of Vietnam signed and promulgated Circular No. 11/2026/TT-NHNN.

This Circular decentralizes the implementation of administrative procedures within the credit information sector and amends and supplements various articles of Circulars concerning the reduction, simplification, and decentralization of administrative procedures for bank establishment and operations.

Circular No. 11/2026/TT-NHNN comprises 15 Chapters, 60 Articles, and 01 Appendix.

The Circular has decentralized, reduced, and simplified 49 administrative procedures specified across 01 Decree and 13 Circulars. This initiative contributes to minimizing the time and costs associated with executing administrative procedures for commercial banks, non-bank credit institutions, and foreign bank branches. Furthermore, it delegates the authority to resolve administrative procedures in order to foster a favorable business environment for commercial banks, non-bank credit institutions, foreign bank branches, and credit information companies.

This Circular comes into force on May 19, 2026.
