Regarding the issuance of Circular No. 22/2026/TT-NHNN dated May 19, 2026, amending and supplementing several articles of Circular No. 40/2024/TT-NHNN on the provision of intermediary payment services.

On May 19, 2026, the Governor of the State Bank of Vietnam signed and promulgated Circular No. 22/2026/TT-NHNN, which amends and supplements various articles of Circular No. 40/2024/TT-NHNN concerning the provision of intermediary payment services.

The Circular consists of 06 Articles, amending and supplementing several key provisions as follows:

a) Amendments and supplements to the procedure for granting Licenses for the provision of intermediary payment services (Article 41): The Circular amends and supplements the regulation stating that the Director General of the Payment Department shall decide to return the application dossier to the organization if the applying organization fails to resubmit the dossier within the specified timeframe or if the supplementary dossier does not meet the component requirements outlined in the SBV's Official Document. It also reduces the timeframe for consulting with SBV departments when coordinating the resolution of procedures for granting Licenses for the provision of intermediary payment services.

b) Amendments and supplements to the procedure for re-issuing Licenses (Article 42): It decentralizes the receipt of dossiers to the Regional branches of the SBV for organizations whose head offices are located within the jurisdiction of the respective Regional branch, in cases where the License is lost, torn, burned, or destroyed in any other manner. Furthermore, it reduces the time required to consult with SBV departments when coordinating the processing of procedures for re-issuing Licenses for the provision of intermediary payment services in the event of License expiration.

c) Amendments and supplements to the procedure for amending and supplementing Licenses (Article 43): It decentralizes to the SBV Regional branches (where the organization intends to locate its head office) the receipt and processing of dossiers requesting License amendments and supplements in cases involving a change in the location of the organization's head office as stated in the License. Additionally, it shortens the time for consulting with SBV departments (if applicable) when coordinating the resolution of procedures for amending and supplementing Licenses for the provision of intermediary payment services concerning changes to certain contents within the License.

d) Supplementation regarding the responsibilities of SBV Regional branches (Article 51): The Circular adds provisions detailing the responsibilities of SBV Regional branches in receiving and resolving administrative procedures for organizations with head offices located within the jurisdiction of the SBV Regional branch, in accordance with the assignments made by the Governor of the State Bank.

Regarding its effective date, the Circular comes into force from the date of signing.
