Speaking at the meeting, Dr. Nguyen Quoc Hung praised the positive and effective contributions of the Banking Law Club in the past time. Under the leadership of VNBA, the Club has proactively participated in the process of building and giving opinions on legal mechanisms and policies, thereby contributing to protecting the legitimate rights and interests of member organizations.

The Club's contributions are always closely related to the practical operation of the bank, bringing practical value and have been accepted and officially responded to in writing by many relevant ministries and branches.

The personnel restructuring of the Board of Directors has become urgent because Mr. Nguyen Thanh Long, former Deputy General Director and Director of Legal and Compliance Control of VPBank, has resigned from VPBank and is no longer the representative of this bank in VNBA's activities. To maintain continuity and efficiency in management, the Legal Club has elected additional personnel.

With high consensus from the members, Ms. Nguyen Thi Phuong, Director of the Legal Department of Vietnam Joint Stock Commercial Bank for Investment and Development (BIDV) and Permanent Deputy Chairwoman of the Club, was elected to hold the position of Chairwoman of the Banking Legal Club for the 6th term (2025-2027), replacing Mr. Nguyen Thanh Long.

In addition, the meeting also agreed to elect two new permanent Club positions:

• Ms. Nguyen Thi Van Hoai, Senior Director of Legal Advisory and Senior Director of Public Relations Management of Vietnam Technological and Commercial Joint Stock Bank (Techcombank), will assume the position of Permanent Vice Chairwoman of the Northern region.

• Mr. Nguyen Van Trinh, Director of Legal Affairs of Saigon Thuong Tin Commercial Joint Stock Bank (Sacombank), will assume the position of Permanent Vice Chairman of the Southern region.

The completion of this leadership team is expected to strengthen the management capacity and ensure the stability and development of the Club in the coming period.

Confidence in the New Leadership

Dr. Nguyen Quoc Hung emphasized his confidence in Ms. Nguyen Thi Phuong's ability. He assessed her as a legal officer with extensive expertise, capable of establishing and maintaining effective relationships with judicial and legal agencies. Ms. Phuong has played an active role in coordinating and exchanging policies of VNBA, contributing to protecting the legitimate rights of member credit institutions. In many specific cases, she has demonstrated a high sense of responsibility towards the Association's members through strong and straightforward statements, comments and recommendations.

Dr. Nguyen Quoc Hung expressed his hope that in her new role, Ms. Nguyen Thi Phuong will continue to promote her personal strengths and practical experience, contributing to enhancing the role of the Banking Legal Club in consulting, connecting expertise and contributing to building more effective legal policies for the industry.

About the Banking Law Club

The Vietnam Banking Law Club is a non-profit organization, directly affiliated with and managed by the Vietnam Banking Association, but it does not have a legal status. The Club operates on the principles of voluntariness, autonomy and self-responsibility of its members in order to:

• Share experiences: Discuss issues related to law in the banking sector and internal regulations of member organizations.

• Participate in law-making: Contribute to perfecting the legal system, thereby limiting risks, improving business efficiency and perfecting the legal organization of each member organization.

On May 23, 2025, the Club held a conference for the 2025-2027 term and elected an 11-member Executive Board, with a representative of VPBank (now replaced by BIDV) as Chairman, along with Vice Chairmen from BIDV, Agribank, Vietcombank, Techcombank, MB, and Sacombank.
