Accompanying the development of credit institutions in the rise era

The motto of the Congress of the Standing Office of the Vietnam Banks Association for the 2025 - 2030 term is "Courage, creativity, accompanying the development of the credit institution system in the era of national development".

Speaking at the opening of the Congress, Comrade Nguyen Quoc Hung - Secretary of the Standing Office Party Cell, Vice Chairman cum General Secretary of the Vietnam Banks Association said that this Congress of the Party Cell is an important political milestone, of special significance to the Party Cell and all cadres and party members of the CQTT. This is an opportunity for us to seriously, objectively and comprehensively review and evaluate the results achieved in the 2020 - 2025 term, point out the remaining shortcomings, limitations, lessons learned, and at the same time plan directions, goals, tasks and breakthrough solutions for the new development period of 2025 - 2030.

In the past term, despite facing many difficulties and challenges, especially the far-reaching impacts of the COVID-19 pandemic, the challenges of digital transformation, green transformation, etc., with the solidarity and continuous efforts of all cadres and party members, the Vietnam Banks Association Party Cell has led and directed the agency to achieve many important achievements in all aspects of work, from political and ideological work, Party building, organizational development, mass work to professional work. These results have contributed to strengthening the role and position of the Vietnam Banking Association in the eyes of member organizations, the industry, society, domestic and international partners.

Regarding the implementation of political tasks, every year the Vietnam Banks Association Party Cell has excellently completed the assigned tasks and has been evaluated and recognized by state management agencies and member organizations. The Vietnam Banks Association has been awarded Certificates of Merit by the Prime Minister, the Governor of the State Bank, and the Minister of Justice. 100% of the Agency's officers and employees have completed their tasks well or better, of which 20% have completed their tasks excellently.

Regarding Party building work, 100% of Party members study, thoroughly understand, and learn the Party's directives and resolutions; 100% of Party members, cadres, and employees of the agency develop and implement the Plan to study and follow Ho Chi Minh's ideology, morality, and lifestyle for the entire term and each year. Every year, organize 4 thematic activities (1 thematic/quarter) according to the content and plan set out at the beginning of the year. Train and admit 5 new Party members (exceeding 67% of the set target - 3 Party members). Strengthen and improve the quality of inspection and supervision work of the Party Cell, each year conduct thematic supervision on about 30% of the total number of Party members, including the Party Committee. 100% of Party members complete their annual tasks well or more, of which 20% complete their tasks excellently. The Party Cell is classified as completing its tasks well. In general, in the 2020 - 2025 term, the Vietnam Banks Association has made great strides, fulfilling its role as a policy consultant for state management agencies; as a bridge and protecting the legitimate rights and interests of member organizations. The Association has also further strengthened its support for credit institutions to effectively implement the policies of the Party and State, the direction and administration of the State Bank, and better contribute to the monetary policy management of state management agencies. Strengthening communication work, actively contributing to helping people and society understand and correctly assess the activities of the Industry, bringing monetary and banking policies into life, creating consensus and widespread support from people nationwide; strengthening training and coaching for member organizations.

At the same time, the Association has implemented international cooperation activities in accordance with actual conditions in the direction of continuing to expand cooperative relations with a number of international organizations; Actively connecting, caring for, and recruiting members... In order to promote professional activities, the Association has established a Consumer Finance Club, a Debt Settlement Club, and is preparing to establish a Risk Committee (under the Association Council); researched and issued a number of rules and guidelines on a number of banking professional activities...

Speaking at the Congress, after listening to the Political Report, the Review Report of the Party Cell Executive Committee for the 2020 - 2025 term and the presentations, Deputy Governor of the State Bank of Vietnam Pham Tien Dzung acknowledged and commended the achievements of the Party Cell in the past term. The Party Cell of the Vietnam Banking Supervision Agency has demonstrated its central role in solidarity and comprehensive leadership of all aspects of the work of the Association's Standing Agency.

The Deputy Governor highly appreciated the leadership, direction and management methods of the Party Cell Executive Committee, which have been innovated in a drastic and responsible manner, closely following the specific action programs and plans; at the same time, there has been proactive and flexible adjustment and supplementation to suit the practical situation of the unit; promoting proactiveness, flexibility, creativity, and enhancing work efficiency. Thanks to the efforts of the HHNH CQTT Party Cell, the quality and form of Party Cell activities have been improved, the work of developing Party members has been given attention and focus, and the Party members have grown in both quantity and quality. In particular, in carrying out political tasks, in the past term with many outstanding achievements, HHNH has actively accompanied the members, closely following current issues of the Banking industry.

“Under the leadership of the Party Cell, the Standing Office of the Vietnam Banks Association has actively, proactively, responsibly and effectively participated in building policy mechanisms, contributing to perfecting the legal framework, creating conditions for transparent and smooth banking operations, towards international standards. The Association also plays a good role as a bridge between member organizations and state management agencies, protecting the legitimate rights and interests of member organizations, creating conditions for member organizations to operate smoothly, develop sustainably, and contribute more to the country and society,” Deputy Governor Pham Tien Dzung emphasized.

In the upcoming 2025 - 2030 term, the Deputy Governor suggested that the Party Committee of the Party Cell focus on implementing a number of key tasks below.

Firstly, immediately after the Congress, the new Party Committee needs to immediately start building the Working Regulations, the Term Work Program and assigning tasks to Party Committee members to lead and direct the activities of the Party Cell, propose effective solutions to overcome, and strive to not let the limitations of this term repeat in the next term. At the same time, closely coordinate with the unit's leadership in leading and directing cadres and Party members to perform well the assigned political tasks, contributing to the successful implementation of the Resolution of the Party Congress for the 2025 - 2030 term.

Secondly, the Party Committee of the Party Cell needs to continue to lead and direct the serious and effective implementation of the Party's resolutions, directives, conclusions and instructions; accompanying the country, the industry and the units. The focus is on Conclusion 21-KL/TW of the 13th Central Executive Committee on promoting Party building and rectification and the political system.

Thirdly, the HHNH CQTT Party Cell needs to study and propose breakthrough solutions according to the 4 important Resolutions of the Politburo - the "four pillars" bringing the country into a new era as General Secretary To Lam said (No. 57-NQ/TW, No. 59-NQ/TW, No. 66-NQ/TW and No. 68-NQ/TW), ensuring that it is close to the functions and tasks of the Association in particular and of the Banking sector in general.

Fourth, it is necessary to do a good job of participating in giving opinions on mechanisms and policies, especially in the context of many new policies affecting the banking industry such as: financial centers, virtual asset trading floors, etc.

Fifth, the Deputy Governor requested the Party Cell of the State Bank of Vietnam to continue to pay attention to and improve the quality of human resources with good ethics and high professional qualifications, meeting the development requirements of the Association; care about life...

Sincerely thanking the guidance of Deputy Governor of the State Bank of Vietnam Pham Tien Dzung, Comrade Nguyen Quoc Hung said that the Party Cell will fully absorb and comprehend the guidance and will include it in the action program for the 2025 - 2030 term.
